I think the mailing list would be a good place to start some wider discussion about where to put this info (and maybe the organization of the documentation in general). CB:84762 does a pretty good job at an initial reorganization of things and I'd really like to see it merged soon, but there hasn't been any updates on it for a while. Under that organization I think the content added in this patch, in CB:85913, and the original technotes/console.md would naturally fit in its own section for debugging under the `developer/`, as they all generally cover how to use enable a particular debug method, what platforms it is available for, and any specific hardware needed.
I think moving the GPIO serial link documentation to a separate commit would be good in order to keep the implementation moving without being blocked by how we want to organize the debugging documentation.
