soc/intel/ptl: Disable FSP_UGOP_EARLY_SIGN_OF_LIFE for PTL

This patch disables eSOL Kconfig until the feature is ready in PTL
FSP-uGOP binary.

TEST=Able to build and boot google/fatcat to OS.
