soc/intel/meteorlake: Enable USE_COREBOOT_MP_INIT config

This patch enables coreboot doing MP Init programming by enabling
MP_SERVICES_PPI_V2_NOOP config for Meteor Lake SoC platform.

TEST=Able to save ~30ms of boot time on Google/Rex.

Without this patch:
Total Time: 1,255,520

With this patch:
Total Time: 1,211,408
