mb/google/brya: select ENABLE_TCSS_USB_DETECTION

Select ENABLE_TCSS_USB_DETECTION for non-ChromeOS builds, to enable
booting from TCSS USB-C ports.

TEST=build/boot google/banshee, verify able to boot from all USB ports
using edk2 payload.
