Board select VBOOT_STARTS_IN_BOOTBLOCK. However if that's not available because SEPARATE_ROMSTAGE is unset that will not work: "WARNING: unmet direct dependencies detected for VBOOT_STARTS_IN_BOOTBLOCK"
