This has been discussed extensively on both the mailing list and in a couple of leadership meetings, but I don't think we have a firm decision about it yet.
It was decided though, that being unmaintained is not a reason in itself for being removed from the master branch.
The below is a statement of the existing discussions, and ***is not advocating for removal.***
Though I'm not sure, It sounds like there may still be a reason for removal, because of issues in the code required by the Quark.
The Quark platforms are going to be tested shortly to see if they still work. If they don't work anymore, and nobody steps up to do the work, that could be another reason to remove the platforms from the master branch.
On the other side, having a good diversity of platforms in coreboot is good for the project. Additionally, the FSP for Quark is open source, so it's likely that the platform can be used with little if any proprietary blobs.
