soc/amd/stoneyridge: Add merlinfalcon configuration

In preparation to add board padmelon, add config parameter for merlinfalcon
(SOC_AMD_MERLINFALCON) and modify makefile based on this config parameter.

BUG=b:none.
TEST=Tested later with padmelon board.
