soc/intel/apollolake/Kconfig: Add CONSOLE_UART_BASE_ADDRESS

Set CONSOLE_UART_BASE_ADDRESS for SoC's internal UART.
Allows to build SeaBios without manually specifying the MMIO address.

Tested on Up squared: The serial works in SeaBios.
