inteltool: Add Cougar/Panther Point IDs to rootcmplx.c
This adds the PCI IDs of Intel's Cougar Point and Panther Point platform controller hubs (PCH) to the dumping of the root complex configuration under the root complex base address (RCBA). Those PCHs are handled exactly as the older ICHs which can be seen in [1] and [2]. I've tested dumping with an H77 PCH.
NM70 is missing in [1]. Therefore, I didn't add it here.
