Hi Paul

Our thermal team update in below. And description update in patchset 2

Now system setting MSR/MMIO PL2=60w
But run fishbowl test system actually reach CPU PL2 is 23w
It’s mean turbo boot limit 60w is too higher,
Hope to modify the correct value.
