Rename some elements of soc_power_limits_config and add units.
- tdp_pl1_override to tdp_pl1_override_watts
- tdp_pl2_override to tdp_pl2_override_watts
- tdp_psyspl2 to tdp_psyspl2_watts
- tdp_psyspl3 to tdp_psyspl3_watts
- tdp_pl4 to tdp_pl4_watts
- psys_pmax to psys_pmax_watts
