x86/Makefile.inc: Fix redundant addition of memlayout.ld in bootblock

For C_ENVIRONMENT_BOOTBLOCK, memlayout.ld is added by call to
    early_x86_stage. Remove redundant addition of memlayout.ld in this
    case.
