soc/intel/cmn/cse: Add support for BUP_COMMON_LOAD_EDP_PHY command

To enable graphics in pre-memory stage, eDP PHY firmware has to be
explicitly loaded early enough on certain SOCs.

This patch adds support for BUP_COMMON_LOAD_EDP_PHY HECI command
to inform CSE to load EDP PHY firmware.
