As per CL:2641346, update GBB flag names:
  GBB_FLAG_FORCE_DEV_BOOT_LEGACY -> GBB_FLAG_FORCE_DEV_BOOT_ALTFW
  GBB_FLAG_DEFAULT_DEV_BOOT_LEGACY -> GBB_FLAG_DEFAULT_DEV_BOOT_ALTFW
