soc/intel/meteorlake: Set ITbtConnectTopologyTimeoutInMs to 0

Set FSPS UPD ITbtConnectTopologyTimeoutInMs with value 0. FSP will
evaluate this UPD value and skip sending the command. There will be
no delay for command completion.

This behaviour mimics previous SOCs.
