cpu/amd/agesa/Kconfig: Select LAPIC_MONOTONIC_TIMER

Thanks to Aaron Durbin coreboot provides monotonic timers. Select
    the LAPIC monotonic timer for the AMD AGESA CPUs.

The following is an excerpt from serial log of the ASRock E350M1.
