t210: Set UTMIP_PCOUNT_UPDN_DIV to 0

Improve USB device mode stability as per suggestion by Laurent.

BUG=chrome-os-partner:40929
    BRANCH=smaug
    TEST=flash firmware and check that USB device mode is still functional.
