Update Kconfig:
1. select INTEL_CAR_NEM for SOC_INTEL_JASPERLAKE
2. Update the right value of MAX_ROOT_PORTS and MAX_PCIE_CLOCKS
   for SOC_INTEL_JASPERLAKE
