For Oak/Elm/Hana, the ec/pd images are built by coreboot.

`chromeos-ec` is not even in `chromeos-bootimage`'s build dependent list. (I check this by `emerge-elm -pv chromeos-bootimage`)

I got build failure when trying `emerge-elm chromeos-ec`.
