[wip]mb/dell/optiplex_7010: add Dell Optiplex 7010

Boots Archlinux kernel 5.13.13 with SeaBIOS and Tianocore. Based off sources for the Optiplex 9010 for the SCH5545 chip and autoport. Like the Optiplex 9010, ec firmware for the SCH5545 can be added.

Tested working:
- i5-3470S
- Internal Speaker
- Microphone port
- Headphone port
- USFF form factor mainboard
- libgfxinit
    - VGA
    - Both DisplayPorts
- Ethernet
- USB
- External flashing (my board has two SOIC-8, one 8M, one 4M)
- me_cleaner
- 2x 8gb DDR3
- TPM chip

Untested:
- Rear audio ports
- DVD drive (someone removed it so I don't have one)
- Mini PCIe slot
- SFF, MT form factor mainboards
- Serial port
