PS2, Line 13: This config decides the state of CSE/Heci1 device at the end of boot.
So it's just about hiding the interface, right? If so, we should name the
option like that and also the commit summary should say so. "DISABLE_CSE"
is easily confused with other options that actually disable the CSE (tell
it to halt after the CSE booted, cf. CB:52800).
