mb/ocp/tiogapass: Implement mainboard_dimm_slot_exists

The board has 12 slots, each holding one DDR4 ECC RDIMM, on each socket.
Implement mainboard_dimm_slot_exists accordingly to advertise all slots
as SMBIOS type 17.
