google/enguarde: Upstream Lenovo N21 Chromebook

Migrate google/enguarde (Lenovo N21 Chromebook) from Chromium tree to
    upstream, using google/rambi as a reference.

TEST=built and booted Linux on enguarde with full functionality

    external reference code (refcode.elf)
