Addition of ENV_PAYLOAD_LOADER was IMHO submitted prematurely anyways and I'd rather see it reverted. One of the bigger assumptions it made was that one could easily move 'some' code from ramstage-y to postcar-y which is not true. Latter uses __SIMPLE_DEVICE__ and lacks PCI drivers entirely.
