mb/google/hatch: add non-ChromeOS FMAPs

Add non-ChromeOS 16MiB/32MiB FMAPs for both hatch and puff
baseboard-based boards. Allows building for standard coreboot payloads
(eg, SeaBIOS, Tianocore).
