[WIP]util/inteltool: set cores range to dump MSRs

Adds the ability to dump only for the specified range of CPU cores.
The range is set using command line switches:

$ sudo ./inteltool --msr --range 0-7
  $ sudo ./inteltool --msr --range 7-15
  $ sudo ./inteltool --msr --range 32
