I did not see where SeaBIOS would inherit CONFIG_BOOTSPLASH from coreboot .config..

Anyways.. remove:
  src/lib/Makefile.inc:ramstage-$(CONFIG_BOOTSPLASH) += jpeg.c

Most of the time, I prefer changes to util/ as separate commits.
