baytrail: gpio: Fix NCORE gpio-to-pad LUT
NCORE pad addresses were wildly wrong due to documentation bugs.
BUG=chrome-os-partner:24179 TEST=Manual on Rambi. Verify display isn't always on. Verify brightness control now works in Chrome OS. BRANCH=None.
