Intel FSP 1.1: Move Kconfig comment inside 'if' block

- Move the 'Intel FSP' Kconfig comment inside the 'if' block so that it
    doesn't show up on platforms that aren't using it.
    - Update the comment to reflect that this is version 1.1 of the FSP
    interface.
