Well, let's not forget how we got here: References to closed issue trackers were brought up on IRC once again. The problem is that a reviewer can't know if there is any useful information behind such a reference.
It would be nice to have it documented that the author checked that there is nothing useful hidden behind the reference. If that's not part of the commit message, it can make people angry who see a thin commit message with a reference that looks like the information is somewhere out of reach. It also creates additional work, because every time somebody asks if there is more information, somebody with access permissions needs to look into it (if unlucky, that's not documented on Gerrit and then it might need to be checked multiple times for a single commit).
I don't know how to fix these issue (beside forbidding references to closed trackers). Maybe a tag isn't even enough. It would only capture the current state of the reference anyway.
