I didn't like the idea at first but now I wonder, would it be a good idea
to simply name both, e.g. PCI_MMCONF_ECAM? or MMCONF_ECAM_SUPPORT
or something like that?

Regarding PCI_MMIO_OPS, I don't think we need such a Kconfig option. If
a platform doesn't support any MMIO config access, it just shouldn't include
the header file, cf. CB:58331.
