soc/intel/{jsl,tgl}: Fix GRXS function to get GPIO number proper

This patch ensures that GRXS perform PAD_CFG0_RX_STATE mask first
and then right shift PAD_CFG0_RX_STATE_BIT to get correct GPIO number.
