mainboard/google/hatch: Use SpiCs options in device tree.

Explicitly set CsEnable, CsPolarity and DefaultCsOutput for SPI0
and SPI1 in the base devicetree.

BRANCH=none
TEST=Hatch still boots, no errors seen in coreboot output.
TPM still communicates properly.
