soc/{apl,glk}: set GPU based on CONFIG_ONBOARD_VGA_IS_PRIMARY

This patch allows to install the primary graphics device, based on the
ONBOARD_VGA_IS_PRIMARY config. Thus, there is no need to do this in the
board configuration.
