soc/intel/cnl: Allow enabling/disabling GNA device

Add GNA device definitions to pci_devs.h and allow enabling / disabling
the GNA device depending on the devicetree configuration.

GNA is the short term for "Gaussian mixture model and neural network
acceleration unit".
