soc/intel/cmn/pcie: Allow SoC to overwrite snoop/no-snoop latency

In case SoC requires different pcie max non-snoop and snoop latency
tolerance, let it overwrite the common code settings.

BUG=none
TEST=Boot google/rex and print/check if able to overwrite values.
