Patchset 4 allows forms to be nested, which can be used to group settings like you mentioned. If you want to have tabs (often seen in vendor firmware, e.g. [1]), looks like vendor EFI/UEFI use one FormSet per tab. No idea what would be needed in edk2 side to handle this.
