Windows could work with drivers signed by an entity (vs individual), MS is more strict with drivers for security functions. Linux just doesn't have driver/userspace support for the device, but if it did I'd expect it to ignore the ACPI status like it does for most other things, so the hidden setting wouldn't affect it.
