[WIP] skl: PEG for Optimus

Creates PEG ACPI device for Optimus.

Bugs:
- "Data Link Layer Link Active not set in 1000ms" appears when using nouveau,
  but not the nvidia binary driver

Tested on an Acer Aspire VN7-572G (Skylake-U).
