inteltool: Support dumping IOBP register values

Currently only LynxPoint IOBP registers are added.

Tested with Dell Latitude E7240, in which inteltool outputs the IOBP
register values except the SATA P2/P3 registers (LynxPoint-LP doesn't
have these).
