soc/amd/mendocino/Kconfig: add VGA BIOS ID and file defaults
Add the correct defaults for VGA_BIOS_ID and VGA_BIOS_FILE in Mendocino's Kconfig instead of relying on the board's .config files providing the correct settings. Those settings are per-SoC and not per-board, so this is valid for all boards using the Mendocino APU.
