> Yes, cpuinfo just shows the current cpu uses but I kept the DUT idle for 10+ minutes after boot to ensure that the cpu frequency was not being affected by any other factors. Strange but I got similar CPU freq difference. please reverify at your side to ensure its not a board specific issue.

That is not a reliable way of checking either CPU frequency or making sure the system is idle (use 'powertop' and not /proc/cpuinfo while waiting for 10 mintues). This is not board specific code, so there is no point in checking if this is a board specific issue.
