mb/ibm/sbp1: Enable 2 PCI segment groups

- Enable 2 PCI segment groups
- Remove IIO disable (FSP build time disabled by default and
  requires cold reset on G3 exit)

Tested: Boots to ubuntu 22.04 cloud. No major issue visibles.
