src/mainboard/ocp/monolake: Create SMBIOS type 16 for Monolake platform

Create SMBIOS type 16 for Monolake platform, but the memory ECC setting can`t be
enabled by the FSP, so it`s hardcoded to MEMORY_ARRAY_ECC_NONE.
