soc/intel/braswell: Add tsc_freq.c and pmutil.c in verstage

Systems with C_EVIRONMENT_BOOTBLOCK and VBOOT enabled requires functions
tsc_freq_mhz(), vbnv_cmos_failed() and vboot_platform_is_resuming()
in verstage.
Add tsc_freq.c and pmutil.c to verstage.
