soc/intel/xeon_sp: Use native CAR teardown

This cleans up the postcar frame setup, which now gets used instead of
just going with TempRamExit MTRR's (Note that CPU init overwrites them
anyway).

TESTED on ocp/deltalake and ocp/tiogapass.
