soc/intel/cannonlake: Use ACPI PM timer config from soc common code

Replace the usage of structure member "PMTimerDisabled" in struct
"soc_intel_cannonlake_config" in soc code with ACPI PM timer config
defined under soc/intel/common/block/timer/Kconfig.

TEST=Verify build and boot on helios.
