What does FSP-T do differently? I was told that you'd want to skip CAR init because the ACM sets that up. That is trivial to do in open source CAR.

Why can't that be done with open source CAR? Is there even bootguard support in coreboot at all? Having coreboot cater to unknown Intel customers that are not working upstream is not a reasonable thing to ask for.
