mb/google/shadowwmountain: Enable CSE Lite SKU for shadowmountain

The patch just enables CSE Lite driver without CSE Lite SKU blobs. Having
this patch in the upstream helps same coreboot(BIOS) to be integrated
with CSE Lite SKU and Consumer SKU to support both the SKUs.

TEST=Verified build for Shadowmountain
