stddef: Add KHz, MHz and GHz constants

This patch adds some simple constants to more easily write and do math
    with frequencies, analogous to the existing KiB, MiB and GiB constants
    for sizes.

BUG=None
    TEST=Compiled Veyron_Pinky.
